A stripped lower is always transferred as an ‘other’.
You can then make it into whatever you want.
So, whats relly makes it Other? Troy is having “Other firearm” text on it. How do I explain it if no text?
As Tex mentioned, stripped receivers and frames (the serialized part) is referred to as “other” when doing transfers. It is not a complete firearm but the part is regulated as the foundational component.
The FFL will mark the COE for the lower receiver other to indicate a non actual gun but the gun part that the state regulates.
Obviously I want to build “Other” with 11.5" barrel and brace, what will say it it Other Firearm on it vs it is illigal in NJ pistol or SBR?
Obviously, you did not make that clear in your OP. As long as you are not building an SBR and your "other: firearm (because it is not a pistol or a rifle or an SBR) will fall into the category of “other”.
I have never built such a ridiculous firearm so I cant tell you the specifics of what qualifies as an “other” firearm. Other meaning a functional firearm built to the other specification. No butt stock and meets the OAL requirement are the two main things. I bet there are a few YouTube vids that explain it in depth,
As I recall, an ‘other’ firearm must be at least 26” in length, CAN have a brace, and MUST have a VFG.
Not ‘meant’ to be fired from the shoulder.
Unless you want to pin and weld a muzzle device, I think the magic barrel length is 12.5”, but I could be misremembering.
It does NOT need to say anywhere on the weapon that it is an ‘other’ firearm.

Sounds like u building an AR-other. Yes as the other members stated 26” OAL from buffer tube to barrel, must have vertical foregrip always installed and either a pistol brace or left naked. Cannot use rifle stock then it’s construed as SBR.
The magical number is 12.5” for the barrel and then u don’t have to pin and weld flash hider or brake.
There used to a real nice flow chart out there. Too bad it hasn’t been reposted and made a sticky again.
