Eh… this is one of those things that could be something or nothing. Camera systems can be like every dash cam where if you want something more than the clip size limit, you have to stitch them together in something. Some systems require conversion and stitching. If it’s coming from tape, you have to do capture, and if it spans tape swaps, stitching of the capture. Could it have had bits edited out? Sure. But it also may be 100% what they had. The metadata tells us nothing other than the videos were processed in premiere and there was more than one source file. That covers a broad range of scenarios, many of them unremarkable.
