How to add likes to someones post or reply

I can’t seem to fiqure this out. I see the heart highlighted and can do that but, cant find like or emoji option

If you hover over the empty heart it will give you choices:

Edit: On mobile just hold the icon for a moment instead of a click also displays the choices.
