Yes, I’ve seen that often as well. I noticed some of my Day Lily new shoots were chewed off, they don’t typically eat them around here once they are fully grown.
I’ve never seen deer eat Pyracantha or Barberry either. I suppose the thorns are big enough to deter them - unlike holly.
I think the only solution is an electric fence, of the type used for the tyrannosaurus paddock in Jurassic Park. Maybe a little less tall, but higher voltage.
